一つの国の中に、社会主義と資本主義という二つの制度が存在することです。元々は台湾問題を解決するために中国が提案した制度でした。香港とマカオでは現在、この制度が適用されています。返還から50年は特別行政区として、外交と国防以外の自治権が認められるはずですが、現実としては民主派の排除や言論統制が進んでいることが報じられています。

「国内の問題である」という意味です。internal affairという言い方もあります。国際法に違反している場合を除き、他国の国内問題に干渉しない「内政不干渉の原則」が国際法上のルールとなっています。中国は台湾を自国の領土と見なしており、マスク氏の中国台湾問題への口出しは「内政干渉」となるため、このような発言となりました。

Musk offers proposal on China-Taiwan tensions

(1)Billionaire businessman (2)Elon Musk has suggested tensions between China and Taiwan could be resolved by handing some control to (3)Beijing. The idea of a “(4)special administrative zone,” similar to (5)Hong Kong, was floated in an interview with the “(6)Financial Times.”

Musk was responding to questions about China, where his (7)Tesla electric car company operates a large factory in Shanghai. (8)The world’s richest man also said he believed conflict over Taiwan was (9)inevitable and warned of the (10)potential impact on the wider global economy.

Beijing has long (11)vowed to (12)bring Taiwan under its control and has not (13)ruled out using (14)force to do so. It currently views the democratically ruled island as one of its (15)provinces, although Taiwan, which (16)is home to 23 million people, strongly objects to China’s (17)sovereignty claims. In the past, China has offered Taiwan a “one country, two systems” model of (18)autonomy, similar to Hong Kong ―― but it has been rejected by all (19)mainstream (20)political parties and has no (21)public support.

When asked about Musk’s remarks, a Chinese (22)Foreign Ministry (23)spokesperson said Taiwan was a “domestic affair,” adding that Beijing would continue to (24)adhere to the principle of peaceful (25)reunification while “(26)resolutely (27)smashing” Taiwanese (28)separatism. Taiwan’s Foreign Ministry declined to comment.

The businessman’s latest (29)geopolitical remarks come days after he proposed a (30)so-called peace plan via a (31)Twitter poll about the war in Ukraine. One of his ideas included (32)permanently (33)ceding territory to Russia. Musk (34)pledged to support Ukraine earlier this year and provided his (35)Starlink internet service to the country, which has been (36)vital to ensure secure (37)military communications. Musk said China has sought (28)assurances that he would not offer the Starlink service there.
