「観客」は spectator 、「無観客で」は英語で without spectators と言います。

感染防止対策であらゆるイベントが無観客開催となり、game（試合）やbaseballなどの語にwithout spectatorsが付いた表現がよく見られました。無観客コンサートはa concert without an audienceとなります（「見る」が主の場合 spectator 、「聴く」が主ならaudienceを使うことが多い）。感染者数が downward trend（減少傾向）になってくると、 spectator cap（観客数上限）を設けて、徐々に観客を入れての開催も行われました。

On the 9th, two weeks before the opening of the Tokyo Olympics, the Olympic torch arrived in the host city of Tokyo, and the unveiling ceremony was held at the Komazawa Olympic Park (Setagaya, Tokyo). The torch relay , which began in Fukushima Prefecture in March and traveled around 46 prefectures, is set to enter its final phase , but due to the spread of novel coronavirus infections, the running on public roads in the capital was canceled with the exception of the islands.

On the night of the 8th, it was decided that the Olympics will be held without spectators at all venues in the three prefectures of Kanagawa, Saitama and Chiba as well as Tokyo. IOC officials and others involved in the management of the Games will be admitted. Venues in the three prefectures of Fukushima, Miyagi and Shizuoka will admit spectators, and set the limit at “a maximum of 10,000 people, up to 50 percent of their capacities.” Ibaraki Prefecture will make only “school cooperation viewing tickets” valid , and Hokkaido is considering how to handle it.

The torch relay in Tokyo for the opening of the atypical Olympic Games will last for 15 days. In areas where the running on public roads has been canceled, a lighting ceremony will be held with no spectators at the final point of the route for each day, and the runners who were scheduled to participate will hold events like a “ torch kiss,” connecting the fires between the two torches. The torch will be carried to the opening ceremony at the National Stadium on the 23rd.

五輪聖火、東京都内に　島しょ部以外は公道リレー中止

東京五輪の開幕まで2週間となった9日、聖火が開催都市の東京都に到着し、駒沢オリンピック公園（東京、世田谷）でお披露目式が開かれました。3月に福島県をスタートして46道府県を巡った聖火リレーは最終局面に入りますが、新型コロナウイルスの感染拡大を受けて都内での公道走行は島しょ部を除き見送られました。

五輪は8日夜、東京の他、神奈川、埼玉、千葉の3県の全会場での無観客開催が決まりました。大会運営に携わるIOC 職員や関係者は入場を認められます。福島、宮城、静岡の3 県の会場は観客を入れ、「定員の50%以内で最大1 万人」という制限を設けます。茨城県は「学校連携観戦チケット」のみ有効とし、北海道は対応を検討しています。

異例の五輪開幕に向けた都内の聖火リレーは15日間続きます。公道走行を見送った地域では各日のルート最終地点で点火セレモニーを無観客で開き、参加予定だったランナーは聖火同士で火をつなぐ「トーチキス」などのイベントを実施します。聖火は23日、国立競技場での開会式に届けられます。
