Job seeker support expanded with vocational training for 200,000 people, up to a monthly income of 120,000 yen
The government will expand the job seeker support system that allows people to receive IT ( information technology) and other vocational training while receiving living expenses. It will set the requirement for receiving free vocational training and a monthly allowance of 100,000 yen at a monthly income of 120,000 yen or less per month. The number of participants will be increased by 75,000 from the current level , aiming to reach a total of 200,000 participants. They will support the re-employment of unemployed people and workers placed on leave .
The government will announce an employment measures package on the evening of the 12th, at the earliest. In addition to expanding support for employees placed on leave through employment adjustment subsidies, it will also begin to focus on re-employment measures and policies that encourage labor transfer to areas of demand such as IT.
It will relax the requirement for a monthly income of 80,000 yen or less to receive the monthly allowance of 100,000 yen under the job seeker support system. With regard to the attendance rate for vocational training, which has strict requirements, changes will be made so that work days will be recognized as “ unavoidable absences,” and it will be easier for non-regular workers, such as those who work shifts, to take the training.
The system includes “job seeker support training” at private educational institutions certified by the government and “public vocational training” run by local governments and others. There are also options for learning programming and taking system engineer training.
In order to create an environment in which it is easy to take the course, the current requirement of 100 hours of attendance per month will be revised to at least 60 hours per month. It will also expand the options that can be undertaken online.

同制度には国が認定する民間教育機関での「求職者支援訓練」と自治体などが運営する「公共職業訓練」がある。プログラミングの習得やシステムエンジニアを養成するメニューもある。
受講しやすい環境を作るため、現状は月100時間の受講が求められている要件も月60時間以上に見直す。オンラインで受けられるメニューも拡充する。

ニュースのポイント
職業訓練の対象を 拡大 して求職者支援を拡充しようというニュースです。見出しのjob seeker support は求職者という意味のjob seeker に support を加えた複合名詞で「求職者支援」という意味。
第1段落1文目の while receiving living expensesは自明の主語（主節の主語と同じ）を省略して動詞 receive を現在分詞に変えた形。時や条件を表す接続詞の後に続く場合に特に頻繁に見られる構造です。receivingの後に目的語のliving expenses（生活費）が続いています。-ingで終わる単語が続いて構造が見えにくいと感じた方は while + 現在分詞の構造に慣れるように繰り返して読んでみてください。
a monthly allowance of 100,000 yenは手当の月額が10万円ということを表します。ofの前後にくる内容が同じものを表すパターン。a monthly income of 120,000 yenもa total of 200,000 participantsも同じ構造です。第1段落最後のworkers placed on leave はplaced on leave がworkersを説明しており、「休職させられている労働者」という意味。第2段落のemployees placed on leave も同様です。
第3段落のrelaxは「緩和する」という意味でニュースによく登場する単語です。月収に関する要件だけではなく出席率に関する要件も緩和されるようですね。
第4、第5段落はそれぞれ、対象となる職業訓練の種類と要件緩和の 具体的な 内容について述べています。オンライン受講の選択肢も広がるようですね。
