First therapeutic smoking cessation app in Japan for outpatient use to be covered by insurance
On the 11th, the Ministry of Health, Labour and Welfare decided to make a smartphone app for smoking cessation treatment developed by medical startup CureApp (Chuo, Tokyo) coverable by insurance. It will be the first therapeutic app to be covered by insurance in Japan. It will be prescribed by doctors, like medicine, to patients, who will download it for use on their smartphone. Advice and guidance from the app will support patients in quitting smoking.
The Central Social Insurance Medical Council (an advisory body to the Minister of Health, Labour and Welfare) approved it at its general meeting. It will be released on December 1st as a treatment for cigarette smoking cessation. The medical treatment fee will be 25,400 yen. This includes the app as well as the cost of equipment that measures carbon monoxide. In principle , patients will bear 30% of this amount , and pay it as a one-time fee on their first visit to the medical institution.
Regular consultation fees and prescription drug costs will be charged separately . As patients record their daily progress and condition on the app, behavioral change will be encouraged as they receive advice tailored to their needs. By increasing intervention frequency , it will make it easier to continue to abstain from smoking. Its effectiveness was confirmed in a clinical trial, and it was approved for manufacturing and marketing in August.
At the Central Social Insurance Medical Council’s general meeting, some expressed concern about how moving forward with the insurance coverage of therapeutic apps and other treatments would impact health insurance finances. Shoji Kono, director of the National Federation of Health Insurance Societies, said, “I think we need a system that focuses on results, whereby remuneration for medical treatment is paid if smoking cessation is maintained for a certain period of time.”

厚生労働省は11日、医療スタートアップのCureApp（キュア・アップ、東京・中央）が開発した禁煙治療向けスマートフォンアプリを保険適用すると決めた。治療用アプリとして国内初の保険適用となる。医薬品のように医師が患者に処方し、患者がスマホにダウンロードして使う。アプリによる助言や指導で禁煙を支援する。
中央社会保険医療協議会（厚労相の諮問機関）の総会で了承した。12月1日に発売する。紙巻きたばこの禁煙治療に使う。診療報酬は2万5400円。アプリのほか一酸化炭素を測る機材の代金も含まれる。患者はこのうち原則3割を負担し、初回通院時に一度、医療機関に支払う。
通常の診察料や薬剤費は 別途 かかる。患者がアプリに日々の経過や状態を記録すると、その人にあった助言をして行動変容を促す。介入の頻度を増やして禁煙を続けやすくする。治験で 有効 性が確認され8月に製造販売の 承認 を得ていた。
中医協の総会では治療用アプリなどの保険適用が進むことによる医療保険財政への 影響 を 懸念 する声も出た。健康保険組合連合会の幸野庄司理事は「一定期間、禁煙が継続できたら診療報酬が生じるといった成果を重視した 仕組み が必要ではないか」と述べた。

第1段落の make a smartphone app for smoking cessation treatment developed by medical startup CureApp (Chuo, Tokyo) coverable by insuranceは、目的語a smartphone appの後にその説明が長々と続くので、構造が取りにくいかも知れません。CureApp (Chuo, Tokyo)までが目的語の説明で、coverable by insuranceが補語ですね。大枠だけをまとめると make a smartphone app coverable by insurance（禁煙アプリを保険適用対象にする）ということです。
第2段落の advisory bodyは「諮問機関」という意味で、政府機関が下した決定についてのニュースではしばしば登場します。アプリと一酸化炭素を測る機械の費用が含まれる診療報酬の自己負担分はone-time fee（一度だけ払う料金）として、 on their first visit to the medical institution（初回通院時）に払うということです。

第4段落の最後の文のwherebyは関係副詞で「それ に従って ～」という意味で、a system that focuses on results（結果を重視した 仕組み ）を修飾しています。どのような 仕組み かというと、一定期間禁煙が成功した場合に診療報酬が支払われるような 仕組み だということですね。
