There is also unconfirmed footage circulating of a construction worker smoking next to the scaffolding shortly before the blaze began — suggesting a discarded cigarette may have started it.

The disaster has triggered public anger in Hong Kong. Many residents say they had already complained about unsafe renovation work and poor oversight but were ignored. Meanwhile, authorities have arrested several people not only in the fire investigation but also under national security laws for posting petitions or organizing memorials, raising accusations of government suppression of dissent.

As Hong Kong mourns the victims, the tragedy has become a flashpoint for questions about building-safety standards, accountability and civil liberties in the city.
